Washington’s constitution says “it is the paramount duty of the state to make ample provision for the education of all children residing within its borders.” Our state’s founding fathers knew when children have a quality education, there’s no limit to what they can do.
Although more than half of the state budget is spent on education, some argue it is still not enough. That’s why the Legislature has embarked on its 19th education finance study. In my opinion, meeting our state’s paramount duty is not isolated to how much money schools receive, but also how and where we use those dollars to ensure the best possible education.
In recent years, the Legislature has redirected funds into scores of programs that have a feel-good approach, but serve few students. These programs take away from the core responsibility of the state to provide for basic education, such as books, special education, materials for the classroom, transportation, and of course, quality teachers. We need to get back to the basics by funding the fundamentals in our classrooms.
As we seek a world-class education for students, I’m concerned we’ve drifted away from fundamentals in education that would help young people become successful in life. Instead, the focus has been on a single test — the Washington Assessment of Student Learning (WASL).
I share the frustration of teachers, students and parents. The one-size-fits-all WASL puts more emphasis in how a conclusion is reached than the answer itself.
For example, my older son is brilliant in math and can quickly calculate the correct answer in his head. My younger son struggles in math and must write out the correct methodical structure of the problem to get the correct answer. Guess who would score higher on the math portion of the WASL? It would be my younger son, even though the older one is a better math student.
We provide a subjective testing system that cares less about the outcome than the method, and then we wonder why Washington has a 30 percent dropout rate? We need to look at other testing programs as well to make sure students can succeed.
Recently, I was discussing with a Skagit County educator some ways to motivate kids to stay in school and be successful. As part of the basics, I suggested schools partner with local businesses to help students as early as eighth grade set career goals. We need to spark a dream in our children and inspire them to look to the future long before they get into high school. Then we need to show them how to get there. If they have a dream, they will be more apt to take an interest in classes needed to achieve that goal.
Our students’ success begins with getting back to the basics. That includes ensuring students have a working knowledge of reading, writing, math and science by 10th grade or earlier, providing practical applications of coursework to meet career goals — including additional career and technical education opportunities, and testing that objectively assesses individual needs. Funding these fundamentals in education — that’s our Commitment to Washington, and as your state representative, that’s my commitment to you.
