If you build it, will they really come?
Not always — and proof of this can be found as close as the base of the hill on 32nd Street in Anacortes, where a pair of ministers built an ambitious co-educational and multicultural institution of higher learning in the 1870s.
Additional proof is the long-defunct electric streetcar built by speculators in the early 1890s to carry passengers between Anacortes and the “promised land” of a major shipping terminus at Deception.
The stories of many big dreamers who tried to impose grand visions on the 19th century wilderness are now little more than footnotes in Skagit County’s history. But some of these stories, as well as the tales of other places that succumbed to changes in transportation or resource depletion, return to life in the new exhibit at the Skagit County Historical Museum in La Conner, where “Lost Cities of Skagit: Rediscovering Places of Our Past” runs through Nov. 2.
“The people who settled this area are gone, every single one of them. This is telling the story of the people who did the hardest work,” said Patricia Doran, museum curator.
Some lost cities remain only as “inklings,” such as the name of a road. Anyone who has ever wondered what Avon looked like, or the original Bay View or Samish/Atlanta, can see photos of the towns in their heyday, accompanied by representative artifacts, quotes and explanatory text. Children can color drawings or make maps, and adults can add their own stories to a special noteboard.
“This exhibit is striking a chord with people,” Doran said. “They are reading every word, then asking if there is a book on it.”
Fidalgo Island has several vanished settlements, but the two that met the exhibit’s standard of “lost city” were Bancroft, site of Alden Academy, and Dewey, once the site of a major lumber mill and the Whidbey Island ferry landing, said Doran and Skagit museum Librarian Mari Densmore, who collaborated on the exhibit. Dewey has also been called Deception and Fidalgo City — the “City” added to distinguish it from the settlement of Fidalgo on March Point.
Many recent maps still bear the platting of Fidalgo City. The Fidalgo Mill, which operated from the 1870s to about 1889, gave the area economic vitality until the end of the seemingly endless supply of easy timber gave out. Dewey had stores, a church, a post office and a wharf that served steamers to Bellingham.
“You could write a postcard in the morning inviting someone to dinner, put it on the steamer to Bellingham, and have your guest arrive by 6,” Doran said.
Historian Terry Slotemaker of the Anacortes Museum said people expected the area to boom.
“This is the day when there were big dreams for communities. There were the dreams that Dewey would become one of the places to ship goods to the Orient,” he said.
Some of Fidalgo City’s best lots went for as much as $3,000, according to the Skagit museum exhibit.
Slotemaker said the boom and bust that led to both the construction and collapse of the Fidalgo City and Anacortes Electric Railroad happened in the same year — 1890.
He said times were hard in 1890 through 1893, when editions of local papers ran up to 15 pages of delinquent tax notices, mostly people who had left.
The electric railway was also plagued by technical difficulties. It either made only one run — or ran sporadically in 1891 — according to different sources. Fidalgo City fell into a decline.
“After everyone left the buildings that remained were put to odd uses. They had white leghorn chickens living in the hotel,” Densmore said.
The community’s name was changed to Dewey after the Spanish American War to honor Admiral Dewey. A ferry between Dewey and Cornet Bay, run by Fred Finsen, gave the area some economic vitality from 1913 until the Deception Pass Bridge was completed in 1935.
Wallie Funk, who attended the Dewey School as a child during the Depression, said the one-room schoolhouse was moved down a hill and now serves as the area’s community hall. He remembers remnants of some stores, and a former postmaster living in a closed post office. Funk’s mother Irene served on the Dewey school board.
Fidalgo Island’s other “lost” city was the temperance town Bancroft, site of Alden Academy. Named after Mayflower Pilgrim John Alden, the Christian school was established in 1879 by two Congregational missionaries, the Rev. E.O. Tade and Deacon W.H. Hagadorn, and their families at 32nd Street and H Avenue.
No one is sure what grades were included in the institution of higher learning, but it encompassed high school and perhaps eighth grade, said Doran and Densmore.
Anacortes was not yet established, and the nearest settlement was the Bowman store at today’s Second Street and O Avenue. The Tades and Hagadorns carved their utopian community out of the forest and the school had liberal admission policies.
“There were no race or gender boundaries,” Slotemaker said. “There were Samish kids and biracial kids like the Wooten kids.”
The academy’s “A” role from 1883 lists Fannie Chilberg and William Cornelius of La Conner, Irving Tade of Anacortes, Jonathan Stevens of Edison, James Turner of Samish and Rutie and Emma Boyce of San Juan, among others.
A boarding school, it lacked paying students and was plagued by financial difficulties. In addition, Bancroft’s land sales were poor. The academy closed in 1886 and the site became E.O. Tade’s First Addition to Anacortes in 1890, according to the museum. The academy served as a church and private home until it was torn down in 1907.
Slotemaker said Frank and Rosemary Orr’s home sits on the former school site.
“Some of the lumber from the school was included when the Whitneys built that home,” he said.
